NEW SPRING SCHEDULE FOR RAISAT 1 
Good news for culture buffs. From next month, the new spring schedule of
RaiSat 1 comes into force and it includes many new cultural programs. The
channel headed by Paolo Giaccio will now transmit a daily 4 hour block of
programs which will be repeated 4 times with special emphasis will be given
to theatre, music, cinema and opera. Since the launch of RAI's three
thematic digital channels at the end of 1997, the sale of digital receivers
needed to receive the new channels has significantly increased. The total
number of digital boxes sold has risen from 150,000 to 350,000, with nearly
40% of customers buying them principally for receiving the RaiSat services.

- Con aprile partono i nuovi palinsesti di RaiSat 1, il canale tematico
guidato da Paolo Giaccio e dedicato appunto ai fatti culturali. Andrà in
onda un blocco diurno di quattro ore di trasmissione, replicate altrettante
volte, caratterizzato da un'attenzione verso i generi più tradizionali e
sedimentati, come teatro, musica, cinema e opera. Da quando i tre canali
RaiSat sono visibili, il mercato dei ricevitori digitali è cresciuto in
maniera esponenziale. I "pezzi" venduti sono passati da 150 mila a 350 mila
e di questi almeno il 40 per cento dipendono dall'offerta RAI. 


NEW TARRIFFS FOR SATELLITE SERVICES
The Ministry for posts and telecommunications has signed three new decrees,
which specify the new tariffs for cable, satellite and other
telecommunications services. For cable services transmitted via wide-band
networks installed by Telecom Italia the individual cost for connection
will total at most 160 DM. Regarding the satellite sector, the annual cost
for every mobile uplink earth station will be 16,000 DM.

- Sono stati pubblicati i tre decreti firmati dal Ministro delle
comunicazioni, Maccanico, che contengono le nuove tariffe per la
trasmissione via cavo, via satellite e per i servizi di telecomunicazione.
Per i segnali diffusivi a larga banda installati da Telecom Italia il costo
di allacciamento non dovra' essere superiore alle 160.000 lire. Per quanto
riguarda il satellite si pagheranno 16 milioni l'anno per ogni stazione
terrestre trasportabile. 


RAI PRESENTS FINANCIAL REPORT FOR 1997
The administrative council of RAI will soon have to approve the financial
report for the year 1997 and it seems net profits will reach 100-150
million DM. The total revenues total 4,450 million DM, compared to 4,200
million in 1996 and 4,000 million in 1995. It is expected that the Italian
public broadcaster will close this year with net profits of around 40
million-DM, which represents a decrease in comparison to the two previous
years.  One of the reasons for a fall in profits are the heavy investments
(estimated to reach around 300 million DM) into the new free-to-air digital
satellite channels and for pay-TV services, an area in which RAI is
planning to invest as soon as the negotiations on a single Italian digital
platform are over. 
License fee revenues remains stable - around 2,450 million DM while
advertising revenues continue to increase and amount to 1,700 million DM
(1,500 DM in 1996). Programming costs have increased by 200 million DM and
total 1,650 million-DM: the sports rights for example cost 100 million-DM
more than one year earlier. Investments in production and acquisition of TV
series and movies have surpassed 600 million-DM. However, things are set to
change during this year. First of all a slight increase in TV license fees
will mean additional revenues of around 80 million DM and estimates are
that advertising revenues will increase around 5%.
It remains to be seen however what will be the impact of the exclusion of
advertising on RAI's third TV channel, the reduction of advertising on the
other two channels (around 3,5% of total airtime) as well as the decision
to ban TV shopping programs on the public TV channels.

- Il bilancio '97, che dev'essere ancora approvato dal nuovo consiglio di
amministrazione della RAI, chiude con utile netto di 100 a 150 miliardi, a
fronte di 4.450 miliardi di fatturato. Il budget per l'anno in corso
prevede una contrazione dell'utile intorno ai 40 miliardi. Resta stabile in
numero di abbonati con circa 2.450 miliardi di introiti, mentre la
pubblicità continua a crescere raggiungendo i 1.700 miliardi netti.
Crescono i costi della programmazione, saliti a 1.650 miliardi rispetto ai
1.448 del 96: l'acquisizione dei diritti sportivi, ad esempio, costa 100
miliardi più che nel '96. L'investimento nella fiction e nei film ha
superato i 600 miliardi tra produzione e acquisti. 
La RAI  ipotizza un bilancio in attivo anche per il ' 98, meno roseo però
degli ultimi due anni. Il bilancio di previsione è gravato dai
significativi investimenti per le tre reti satellitari (circa 300 miliardi)
che oggi si ricevono gratuitamente e per la televisione a pagamento,
settore in cui la tv pubblica si prepara ad entrare, una volta concluso il
negoziato sulla "piattaforma digitale".  Per la pubblicità è prevista una
crescita del 5%. programmazione. 


ITALIAN DIGITAL PLATFORM UNDER RISK
The Italian government has warned of the possible consequences if the
negotiations on a single Italian digital platform fail. An unfavorable
result would deal a severe blow to the Italian satellite equipment
manufacturers, for the future of the public broadcaster RAI and would put
in serious doubt the plans for reforming the telecommunications sector in
Italy. In a separate development, the Italian media magnate Vittorio Cecchi
Gori has announced the launch of a new company, Cecchi Gori Digitale which
will in due time offer 10 digital TV channels. The cable subsidiary of
Telecom Italia, Stream, is planning to launch it's own digital bouquet in
May via the EUTELSAT HOT BIRD satellites.

- Il Governo lancia l'allarme sulle conseguenze del possibile fallimento
della trattativa sulla piattaforma digitale unica che avrà tre conseguenze
negative: per il sistema industriale italiano; per il dibattito sul
servizio pubblico; per il processo di riforma del sistema audiovisivo.
Intanto, Vittorio Cecchi Gori ha annunciato  la nascita di Cecchi Gori
Digitale e il lancio di dieci canali tematici mentre Stream avrà da maggio
il suo bouquet satellitare. 


DEADLINE FOR TV LICENSES TO BE EXTENDED
It now seems very likely that the deadline for announcing the holders for
radio and TV licenses in Italy will be extended. The undersecretary of the
Ministry for posts and telecommunications, Vincenzo Vita has said that the
Minister will evaluate, together with the president of the
Telecommunications authority, the eventual extension of the April 30th
deadline.  The reason for this delay is that the various Italian regions
have yet to submit their opinions, which are taken in account before the
frequencies, are assigned.
An organization which gathers private Italian TV broadcasters, FRT, has
sent a letter to Enzo Cheli, president of the Telecommunications Authority
in which it criticizes the criteria by which TV frequencies have been
assigned up to now, which favours RAI against the private TV stations. The
Italian state broadcaster RAI will also have to present it's plans for the
future of RAI Tre which will have to give up advertising as a major source
of income and rely on half of the TV license fees (which total 2,400
million DM) for financing.

- Si profila una proroga per il rilascio delle concessioni televisive e
radiofoniche. Non l'ha esclusa il sottosegretario alle Comunicazioni,
Vincenzo Vita: "Il ministro Maccanico valuterà, insieme al presidente
dell'Authority, l'opportunità di una proroga alla scadenza del 30 aprile
entro la quale,  devono essere rilasciate le concessioni alle emittenti
private". La proroga, in realtà, sembra inevitabile:  manca il parere di
diverse Regioni, necessario all'approvazione del Piano di assegnazione
delle frequenze televisive. Sul tavolo di Enzo Cheli, presidente
dell'Authority, è arrivata la lettera della FRT, contenente un duro attacco
ai criteri con i quali il ministero delle Comunicazioni ha finora proceduto
all'elaborazione del Piano di assegnazione delle frequenze televisive.
Secondo la FRT, il ministero avrebbe favorito la RAI contro le emittenti
private. E stata chiesta una proroga anche del termine assegnato alla RAI
per presentare all'Autorità il Piano per la Rete senza pubblicità, fissato
al 30 aprile dalla legge. Nel testo del Governo si prevede di destinare
alla Terza Rete  una quota non inferiore alla metà degli introiti da canone. 


EUROSATELLITE UPDATING
The 8th annual updating course for Italian satellite equipment installers
is to take place from April 1st-4th in the town of San Sepolcro. Taking
part will be many experts from the satellite and cable sector including:
Ing. Giuliano Berretta (EUTELSAT), Carlo Sartori (RAISAT), Mario Rasini
(TELE+), Marco Zedda (STREAM)
Several important events will take place during the course including: a
presentation of Stream's new digital package of thematic channels, Tele+
will announce it's program offer for this year and RAISat will promote the
benefits of SMATV systems. There will be a special on-site exhibition of
the latest satellite reception equipment, with a special emphasis on
digital TV reception. Taking part via live satellite links will be the
Minister for posts and telecommunications Antonio Maccanico as well as the
mayors of Rome, Milan and Catania.
Part of the updating course (especially the videoconferences on April 1st
and 4th) will be transmitted via the EUTELSAT HOT BIRD 3 satellite in clear
MPEG-2. The reception details are as follows: Frequency: 12,111 GHz/Ver
(transponder 70), FEC 2/3, Symbol rate 27,500 Msymbol/sec, PID Video 0104
(Dec 260) and PID Audio 0105 (Dec 261). Currently the channel carries the
following identification - "Serv.7".

- La prossima sessione di aggiornamento annuale di Eurosatellite si terrà
nei giorni 1-4 aprile prossimi. Agli incontri saranno presenti i più
importanti interlocutori come Ing. Giuliano Berretta (EUTELSAT), Carlo
Sartori (RAISAT), Mario Rasini (TELE+), Marco Zedda (STREAM). Stream
presenterà il nuovo pacchetto di canali digitali monotematici per l'Italia,
TELE+ le politiche commerciali e sviluppo della programmazione per il 1998
e RAISAT il progetto di centralizzazione degli impianti nei condomini. 
Ci sarà anche un'esposizione dei nuovi prodotti per la ricezione e
distribuzione satellitare centralizzata del segnale digitale. in
collegamento via satellite Ministro delle Comunicazioni Antonio MACCANICO e
i sindaci di Roma, Milano, Catania. Le Video Conferenza del 1-04-1998  e
4-04-1998  verranno trasmesse dal satellite HOT BIRD 3:  frequenza 12, 111
GHz/Ver (transponder 70), FEC 2/3, Symbol rate 27,500 Ms/sec, PID Video
0104 (Dec. 260) e PID Audio 0105 (Dec. 261). Attualmente il canale è
identificato "Serv.7".


NEWS IN BRIEF
- A new software version called CI1.01 for the digital box Nokia
Mediamaster 9600S is available on the Internet.	It is in fact the Italian
version of the original software version CI1.01.
- Local TV and radio stations in Italy are set to benefit from a series of
incentives estimated to be worth around 200 million DM, which will depend
on the approval of a new law by the Italian Parliament.
